Ghana has launched a new national framework aimed at cutting energy waste, improving efficiency and scaling up renewable energy use across public institutions, with backing from Germany under a sustainable energy cooperation programme.

The initiative, known as the Public Facilities Sustainable Energy Action Plan (PF-SEAP), was launched by the Ministry of Energy and Green Transition in collaboration with the Energy Commission of Ghana, as part of efforts to accelerate the country’s clean energy transition.

The plan is designed to guide public facilities in improving energy efficiency, reducing wastage and attracting increased investment into renewable energy solutions within the public sector.

It also targets the mobilisation of over EUR 156 million in sustainable energy investments, while projecting long-term savings of about EUR 188 million through improved energy management and cost-efficient practices.

As part of the implementation framework, government inaugurated an Institutional Technical Committee made up of energy experts to provide technical guidance, support rollout processes and ensure alignment with national energy policies.

The launch brought together key stakeholders, including the Deputy Minister for Energy and Green Transition, Richard Gyan-Mensah; Board Chairman of the Energy Commission, John Gatsi; Head of Cooperation at the German Embassy in Accra, Johanna Klotz; as well as representatives from public institutions and potential investors.

Speaking at the event, Richard Gyan-Mensah said the PF-SEAP aligns with government’s broader energy sector recovery programme and ongoing reforms across the energy value chain aimed at improving efficiency and sustainability.

The initiative forms part of the Sustainable Energy for Climate Protection in Ghana II (SE4C II) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with Ghana’s Ministry of Energy and Green Transition.
