President John Dramani Mahama on Thursday officially cut the sod for Phase II of the Sentuo Oil Refinery Project at the Tema Industrial Area, marking what government describes as a significant step towards strengthening Ghana’s downstream petroleum sector and accelerating industrialisation.

The ceremony, held under the theme, “From Ghana’s Oil Fields to Ghana’s Industries, Powering National Transformation,” brought together government officials, regulators, industry players and stakeholders in the energy sector.

President Mahama, who served as the Guest of Honour, performed the sod-cutting ceremony to formally commence the second phase of the refinery’s expansion, a project expected to enhance Ghana’s petroleum refining capacity, create jobs and reduce the country’s dependence on imported refined petroleum products.

The expansion forms part of broader efforts to maximise value from Ghana’s natural resources by processing crude oil locally to support industries and improve energy security.

The event also underscored the collaboration between government institutions and industry regulators in driving the country’s industrial transformation agenda.

Representing the Chief Executive Officer of the Minerals Commission, Mr Isaac Kuuwan Mwinbelle, Director of Industrial Minerals, attended the ceremony on behalf of the Commission. His participation highlighted the regulatory support being provided to strategic industrial projects aimed at boosting economic growth.

The Sentuo Oil Refinery has become one of Ghana’s key private sector investments in the downstream petroleum industry, with the Phase II expansion expected to significantly increase refining capacity while supporting the government’s vision of positioning Ghana as a petroleum and petrochemical hub in West Africa.

Government believes expanding domestic refining capacity will help retain more value within the local economy, reduce foreign exchange pressures arising from fuel imports and stimulate growth in manufacturing and other sectors that depend on petroleum products.

Officials at the ceremony described the project as a critical milestone in Ghana’s journey towards economic self-reliance, emphasising that investments in strategic industrial infrastructure remain central to the country’s long-term development agenda.

The refinery expansion is also expected to generate employment opportunities during both the construction and operational phases while contributing to increased industrial activity within the Tema enclave.

With the commencement of Phase II, stakeholders expressed optimism that Ghana’s downstream petroleum industry will be better positioned to meet growing domestic demand and support the country’s broader industrial transformation programme.
